  29. If you prefer ops wasting their time creating excess noise on a
  30. channel by repeatedly kicking the same loser over and over again
  31. because it wouldn't be "right" to ban his site instead, you're welcome
  32. to do it on any channel of your choice where you can get yourself an
  33. op status. However, you can not tell others to do it.
